Seasonal quests

Holiday and global campaigns appear in the quest journal when enabled by an administrator and within configured dates. The shared bar tracks the server goal; personal contribution counts eligible game actions. Milestone rewards unlock as the bar advances and cannot be claimed twice. New Year, Easter, anniversary, and festival announcements are published in News.
