Character licenses

Licenses include character qualifications, activity permits, business/guild/object licenses, and resource quotas. Requirements in one group are ANDed; alternative groups are ORed. Geologists affect scouting; commercial and deep-sea fishing permits affect rare-catch chance. Carrier I/II/III grants +3/+6/+10% speed (only the highest rank applies; total cap is 50%) and unlocks delivery sizes. Hazardous Cargo is required for oil, fuel, and industrial chemicals; Liquid Cargo is required for liquid goods, and oil/fuel also need a compatible tanker. Trader I/II raises the active-order limit from the baseline 3 to 6/12 without directly increasing prices or Silver. Other permits remain inactive until their checks are integrated into the relevant gameplay.

[live-license-integrations] Live checks: commercial farming adds +10% garden yield; iron, copper, coal, and oil extraction require the matching permit only when starting; Manufacturer I/II/III gates specialized facility creation and production; a private shop requires a personal permit to register.

[island-explorer-license] Island Explorer adds +15 points to island scouting quality. It does not bypass scouting-level requirements or detection chance.

[greenhouse-operator-license] Greenhouse Operator is required to craft the Basic Greenhouse upgrade.

[captain-license] Captain I/II reduces the server-enforced cooldown between ship steps by 10%/20%; only the highest rank applies. Fuel use and combat stats are unchanged.

[sea-commercial-license] Commercial Sea Transport is required to create a delivery on a route containing a sea leg.

[license-catalog-status] Current status: active integrations cover geology, iron/copper/coal/oil extraction, commercial and deep-sea fishing, carriers and cargo permits, Trader I/II, Manufacturer I/II/III, Commercial Farmer, Greenhouse Operator, Island Explorer, Captain I/II, Commercial Sea Transport, and Private Shop. Disabled until matching gameplay actions exist: seed production, industrial fishing, rare-resource extraction, port operation, wholesale trading, gunsmithing, ammunition manufacturing, armoring, mechanic/pharmacist professions, construction, commercial warehousing, security contracting, and island development.

[license-requirements-guide] Reading requirements: Character level is your character level; Production level is your production progression; Scouting level is your island-scouting skill. Each condition shows the required and current values, for example: at least 10, currently 4. A prerequisite license unlocks the next rank (for example, Manufacturer II requires Manufacturer I first). All requirements in one group must be met; separate groups are alternatives. License type and ownership scope are shown with player-friendly labels instead of internal system codes.
